Hi Roger,
President Ronald Reagan signed the Geneva Convention on Torture. Bush, et
al. violated international law and they can be arrested just as Pinochet
was. There is very good reason why they are not traveling outside the U.S.
and Canada.
As early as our brutal suppression of the rebels in the Philippines,
soldiers were prosecuted for water boarding.
Your defense of Bush, et al. is indefensible.
