Yes.  State bar associations are made up of attorneys.

State bar associations "police" the actions of membership attorneys within 
their respective states.  An attorney must be a member of the state bar 
association to practice law in that state.

No, Arnold, The Idaho State Bar is not a gang of local cronies out to rip 
off the people of Idaho.  The ISB is extremely regulated and monitored.

Now, what's this about "experts in morality"?

Is there a school where one can be trained/educated to become an expert in 
morality?

I imagine that certification (and licensing) is required so that one cen 
become a CME (Certified Morality Expert).
