Hi Bill,
I saw your comment regarding retail sales. How would you classify a high
tech business that offers its products through retail sales? There are
several companies in the park (including Pacific Simulation) that offer
software products. There has to be some mechanism that this can occur.

As a side note - I do not believe the number you put forward on "down
town jobs" being shifted is accurate. Looking out my office window here,
I can see every building in Alturas. I am mentally reviewing the
businesses and I can't even come close to the "about half the jobs" you
stated.

Attached is the suggested amendment to the zoning rules about Alturas
Technology Park. These amendments will be discussed at a Planning and
Zoning Commission hearing to be held on Wednesday, October 8 at 7:30pm
at the Council chambers in Moscow.
The suggested amendments to the existing RTO zone rules
further dilute the original intent of the Alturas Technology Park and
deserve to be scrapped.
The Alturas Park was sold to the Moscow taxpayers as a place
to create new jobs by giving local high-tech businesses a home in
Moscow. However, since a host of non-tech businesses have been allowed
into the park (attorneys, accountants, day care centers, etc), about
half the jobs at the park have merely been shifted from downtown Moscow,
not created. The high-tech park has become a tax-supported office
mall, contributing to sprawl and to the movement of business away from
downtown.
And now these new regulations will accelerate that change by
further opening the door to the relocation of non-tech businesses and
even encouraging retail sales.
I suggest that the solution is to return to the original
intent of the park. It's time to shut the door.
In the applicable zoning code section on RTO districts,
section B-6, the original code allowed for one restaurant for each 25
acres of zoned district. That kind of language could be applied to the
growing number of professional businesses. That zoning code section
could be expanded to set the same kind of restrictions on attorneys,
accountants, etc. One attorney or accountant office per 25 acres of RTO
zone would ensure that the park would focus on high-tech businesses and
creating high-tech jobs.
In addition, section C-4 must be eliminated. This section
allows businesses within the park to offer retail sales. This is a
clear violation of the intent of the park
