[EstGift] FW: Portability Guidance

Dear Committee Members:
 
Attached is the recent guidance on portability.  At the end there is a
request for comments on various issues, which comments must be submitted
by October 31, 2011.  We usually do not turn down requests from our
friends at Treasury for comments.  Do I have volunteers to participate
in such a project?  I am going go volunteer Howard Zaritsky whom I know
already has a fairly detailed write-up on the portability, at least for
the purpose of providing his prior work as a place to start.
