[Vision2020] Dam Breaching

I wonder if there's another side to breaching the dams, a side that would
include giving endangered salmon and steelhead a decent chance at survival?

Why would an admirable organization like League of Women Voters want to
dedicate a program to just the negative side of dam-breaching?
