If the death penalty is a questionable deterrent, as convincingly argued
by some criminologists,

it can be proposed that punishments are not the best motivation for good
behavior.
Rewards for good behavior are recognized as being more effective than
punishment for bad behavior.
In the case of a student who makes a bomb threat to avoid a test in school,
the youth in question over time if rewarded for honesty and integrity in
behavior would not consider lying about a bomb threat acceptable.
