Ever since the Olmsteads laid out the campus, physical esthetics has been an outstanding feature of the UI. After the classroom building got redone, the consistency in architecture has been restored. The place looks like a college campus is envisioned by the public.  The new entrances follow the theme.

While I don't know the details of the funding, I'd just say that university budgets aren't necessarily interchangeable. Capital improvements come from one fund, operating from another, salaries from a third. You get in trouble transferring from one to the other, as a previous administration found out...
