[Vision2020] Curious about cameras, speaking of privacy

Why are there at least five cameras pointing at the northbound lanes on US
95/Main Street at the intersection of Main and D Streets?
Until this morning, there was not a single camera pointed at south bound
lanes, but for the first time, this morning there is a single one pointed
at cars coming in to Moscow.
I do not think Moscow even uses them for traffic citations. (If they do, I
am unaware of that.)
What is being looked for? Who watches the footage? Do noteworthy things
happen there?
