OK - I'd have gotten the reference if I'd recognized the tweezers & magnifying glass, but then the shovel still throws me.  Is that referencing that the enlisted were given the dirty work?  FWIW, I'd actually gone googling yesterday with search terms of 'military, enlisted, officers, urinals' and got a hit on 'gender neutral restrooms in the military'.

Wall urinals with . . .
- Tweezers and a magnifying glass by the officer wall urinal.
- Shovel by the enlisted wall urinal.
Rumor had it that, prior to the availability of tweezers and magnifying glasses in the latrine, officers would simply cut hairs until they found one that bled.
Ah, well . . . I tried.
