[Vision2020] Fudge? Umbridge?

We're listening to 'Harry Potter and the Order of the Phoenix' yet again. As Dolores Umbridge outlined her security measures to Harry, I thought about the NSA revelations, and the extent of our own surveillance state, and a question occurred to me:

Is Obama Fudge or Umbridge? Given his insatiable need to blow up yet more people, I'm inclined to think Umbridge.
