Is anyone talking about passing an actual budget that doesn't end up with us banging our heads on the debt ceiling every year? Because that would make way too much sense.

All the Senate is asking is to pass a clean (nothing attached) resolution which will fund the government for six weeks. During the course of those six weeks the House and Senate can debate the Affordable Care Act while federal employees go to work and continue to get paid.
Yet, even with a majority of the House wanting to vote on a clean six-week resolution, Speaker Boehner refuses to bring it to the floor.
Again, I ask "WHY?"
