[Vision2020] What's This Public Hearing About?

Hummm.  It sounds like NSA would like some private parking lots with a few spaces to sell to the public (read that the employees of EMSI and Kirk computer software / employment agency).  How nice for all Moscow and area visitors to Moscow to have to hustle to get parking spaces to shop downtown.  I wonder how local merchants feel about this.  I am especially curious, since this same conversation was had about five years ago when NSA floated in into downtown Moscow like a bad smell from a week old egg sandwich why the topic is being resurrected at this time.  They were told, if memory serves me, to get their own off street parking, which (as I understood it) did not include any city lots).  

Same old story, same old bad  actors  and, sigh, same old power grab to control the heart of Moscow.

If an entity is going to be using the lot for their own parking exclusively, should there not be a lease with a cost attached?

Central Business Zoning District (CB). 

D. Conditional Uses: 

8. Commercial schools and educational institutions, with specific consideration given to traffic, parking, safety and nuisance issues, as well as cumulative impacts of and proximity to existing commercial schools and educational institutions in the vicinity and impact on availability of retail and office space, especially at street level. Applications for educational institutions shall be accompanied by a detailed, written description of plans, including present student enrollment, staff on site, site development and  future enrollment growth and any phasing thereof.

Apparently a school has applied for use of that parking lot by that school's students, staff and faculty.

 

Question:  Where exactly is this parking lot located (nearest cross street)

 

Another thing:  The notice establishes Tuesday, July 31, 2013 as the hearing date.  There is no Tuesday, July 31, 2013.

 

Is the hearing on Tuesday, July 30th, or Wednesday, July 31st.  I and my cameras want to know.

We have an out-of-town visitor & were strolling around downtown last evening when I saw a notice of a public hearing at the entrance of that parking lot on Jackson right by Mary Jane Butters' little shop.  I really couldn't tell much from the posted notice, and tried looking on the City's Web site when we got home.

Does anyone know more about this?

 

It’s been awhile, but my recollection of zoning requirements in the CBD is that something like this really doesn’t belong, so I’m trying to learn more.
