[Vision2020] immigration policy

This overview is not exactly an invitation to the  tired, hungry, yearning
to be free folk - unless of course, they were from Western Europe,
Scandinavia, and Great Britain.  Does anyone else see a pattern for the
place of origin of "preferred emigrants?  Does it kinda make you sick?
