When Henry Johnston is Mayor he can feel free to give the Earth Day Award to whomever he feels is most deserving. Even if he wins by less than 40 votes. Until then, he will have to allow Mayor Cheney the honor of bestowing the award at her sole discretion.

I watched both the complaint and Mayor Cheney's statement.
It would be shooting fish in a barrel to glorify this tirade of a complaint with an in-depth response.
But I was horrified by one statement, that denigrates the sacrifices of many principled protesters during the Vietnam era, who risked their careers, physical injury, jail and prison, even death, in the effort to stop a war of atrocity and slaughter on a huge scale:
Johnston stated to Mayor Cheney:
"You set the standard that this Vietnam era disrespect for polite society can continue..."
Perhaps he's referring to Kent State? Those national guard soldiers sure taught those "overgrown children" (as Johnston described the mega-load protesters), at Kent State a lesson about politeness! Oh, wait! You don't learn anything when your dead...

On May 4, l970 members of the Ohio National Guard fired into a crowd of Kent State University demonstrators, killing four and wounding nine Kent State students. The impact of the shootings was dramatic. The event triggered a nationwide student strike that forced hundreds of colleges and universities to close. H. R. Haldeman, a top aide to President Richard Nixon, suggests the shootings had a direct impact on national politics. In The Ends of Power, Haldeman (1978) states that the shootings at Kent State began the slide into Watergate, eventually destroying the Nixon administration. Beyond the direct effects of the May 4th, the shootings have certainly come to symbolize the deep political and social divisions that so sharply divided the country during the Vietnam War era.
