Question . . .

Will the same "No Animals Allowed" signs be present in Friendship Square on July 4th (when and where food will be present and abundant) thus disallowing Mutt Strut?  

Or will the Moscow City Council change their collective mind and allow animals in Friendship Square on July 4th, thus confirming my suspicions that the city code is selectively enforced?
