[Vision2020] Pay to Play?

I agree that the "security" in schools are a good idea, and it will  
make jobs available to qualified veterans, so it's a two-fer!
The various state legislatures can pass the necessary legislation  and  
it can be in place within weeks, IF the states so decide.
