[Vision2020] Cain Reveals New Economic Plan

This reminds me.  Back when it was decided that the US needed an 
economic stimulus package, why didn't they just cut a check for $5000 
for each citizen who filed a tax return the previous year?  This would 
have been less expensive than the stimulus package they came up with and 
arguably would have had a more direct affect upon the economy.  People 
could have paid some of their debt down or put some in savings 
(whichever made more financial sense), spent some stocking up on 
consumables, and bought that nice new TV they would have been looking at 
if they hadn't been scrambling to keep themselves afloat.
