I would have to guess that Mr. Harkins was referring to to the AUMF passed by congress and signed 14 September 2001 and H.J. Res 114 signed 16 October 2002. All silly rhetoric put forth by Our Hapless Leader and his droning minions aside, President Bush did not single handedly enter into these conflicts.
