and the brightest higher ed teachers: 5% pay-cut, no more than $70,000
per-year, a limit on how much they can charge for their own textbooks,
etc."

I would have to agree with you, Dr. J.  Donovan Arnold's "plan" wreaks of
government control, more than I would want in my right to make a living.

One alternative, just as viable as the "Plan", is . . .
