[Vision2020] City to Launch Routeware System in Sanitation Vehicles

Finally. I'm tired of subsidizing cheaters who put out garbage without  
paying for it.


I have two questions:

1) How does this system identify who set the cans/bags out? For  
example, when occupants of duplexes set their garbage cans in the same  
place, how does the collection staff know which unit to charge for  
extras?

2) How does this system handle situations where cheaters steal service  
by putting a can/bag in someone else's spot?
