That's a different project. This one is at the old Wally Orvik site. There have been rumblings about it for a couple years now. I'm glad to see it's coming to fruition (as I'm sure a lot of Jazz Festers are as well!)

NOTICE OF FINDING OF NO
SIGNIFICANT ENVIRONMENTAL IMPACT (FONSI)
The U.S. Department of Agriculture, Rural Business-Cooperative Service (RBS)
is considering an application from Moscow Hotel Partners 1, LP for the Business
and Industry (B&I) Loan Guarantee Program. The specific elements of the
actions are:
The project includes the construction of a 73-room, 3 story
hotel and related site development. The proposed site is
located at 936 W. Pullman Rd., Moscow, Latah County, Idaho.
RBS has determined that the project will have no significant environmental
impact. Based on this determination, RBS will not prepare an Environmental
Impact Statement for this proposed action.
Any written comments regarding these determinations should be provided within
fifteen (15) days of the publication to:

USDA, Rural Development

Boise, ID 83709
RBS will make no further decisions regarding this proposed action during the
fifteen-day period. Requests to review the RBS environmental assessment upon
which this determination is based or to receive a copy of it should be directed
