Perhaps an explanation as to "Why such a light sentence?" is in order.

To quote Will Rogers . . .

"All I know is what I read in the papers."

Do the people of Moscow not have a right to be upset when punishments
amount to nothing more than the proverbial "slap on the wrist"?  Or should
they restrain themselves simply because, as you imply . . . they are not
fully knowledgeable?
