There aren't "state immigration laws." At least, there aren't for very
long. Immigration and citizenship is an exclusively federal domain.
Even if giving Joe Arpaio the ability to ask any American for his
papers whenever he pleases isn't unconstitutional, it's likely
preempted by contrary federal law.
