[Vision2020] idaho code/bicycles

I would think that we would both agree, bad riders and bad drivers should both be cited. How often do you see cyclists not use hand signals, or zoom in and out of pedestrian and vehicle lanes? Or, how about the speeding drivers? Cite them all.
