[Vision2020] What are they thinking?

In Tuesday's Daily News:

Travis R Keene a homeless Level 3 Sex Offender is residing in Pullman.
Keene was convicted of 3rd-degree rape, is out of prison and on UNSUPERVISED
probation.  He is considered to be HIGH RISK to reoffend due to his
NONCOMPLIANCE with state sex offender programs.  He also has a LONG CRIMINAL
HISTORY.

A high-risk Level 3 sex offender, obviously a failure at following the
rules, wandering freely about, unsupervised, 9 miles from our fair city.

Is something not quite right here??
