The Moscow Massacre could have been prevented had Bill Thompson argued for jailing Hamilton for a probation violation a week before the massacre. He didn't. He let the defense attorney argue for no jail and then made no counter-argument. Hamilton had gone a year without seeking probation required anger management counseling. Time in jail might have led Hamilton to procure this obviously much needed counseling -- and Oh, four people would probably still be alive and the town image not quite so besmirched.

candidates deals with misdemeanor probation. You will remember that lack
of enforcement of misdemeanor probation was a major contributinig factor
