Donovan, I suggest you check the arithmetic done to get that percentage. Use 
the map at www.fivethirtyeight.com to determine blue versus red states, and 
apply that choice to some recent population by US state number set. I expect 
you'll find the result to be 70 or less percent blue, based on the 1 November 
2008 map at that web site.

By the way, I have read of a World Almanac, but not a US World Almanac.
