[Vision2020] Being fair and even

It's unfair to those who spend a higher proportion of their income.  That would be the poor.  It's 'fair' to those who spend a smaller proportion of their income, and are able to save or invest more.

All taxes are unfair to some portion of the population.

A national sales tax is the most fair of all for the simple reason that people are only taxed on what they spend.
