Garrett seems like he's looked at this from all sides and is making a great argument that we should not risk paying a dollar to save a dime nor pole vault over mouse poop by making a bigger deal of an issue than is really neccessary because a few old crows are louder than the squeeking chicks.  This isn't a police state last anyone checked, right?
