[Vision2020] Water Concern?

Could someone please decipher this for me?

"...to flush our toilets with when we get through.  And I really don't want to live that way."  (Walter Steed)
Just what is this supposed to mean?  I get what he said before that, but this one part of his statement seems 
rather odd, don'cha think?
