I agree with Keely.

I think the purpose of it is to expose the arrogance, ignorance,  
stupidity and downright cruelty of the religious right. It probably  
won't fly in Washington but would stand a good chance of passing in a  
bigoted state like Idaho. Look at what our voters did to their  
neighbors last November.

It IS a joke.  The intention was irony to make a larger point.  This is
unlike much of what passes for politics in Idaho, where the intention is
serious and only the result is groan-worthy.
