[Vision2020] Sidewalks:

If the sidewalks are public right of way. If government mandate is to 
support the health and well being of the public. Then it seems to me that 
there should be no question that “incorporated” communities that get snow 
and ice should be required to dispense with the material, just as they do 
roads. So, for me its not a question of government responsibility. Just how 
to get it done.

1.Should it be handled as the garbage pickup and taxed similarly. (Moderate 
taxing, some monopolization possible )

2.Should the city just do it all as they do the streets and 
business/park/school properties and taxed similarly..( Highest tax and 
possible low economic performance…but not as bad of service as the present) 
( some people consider this monopolization)

.Should private enterprise handle it entirely. ( and the streets?) ( 
possible high risk of monopoly)

4.Can the material be handled as a valuable resource. It is stored energy 
and water ( and a lot of garbage)

5.If  a citizen (or other corpus) is responsible for the walk on their 
property, why not the street too? Why is their no apparent parity between 
the two structures?

6.Enforcement without complaint. ( similarly to water use enforcement) .

7.Citizen Volunteers…( not likely, and not enough available labor) (Maybe 
with some kind of economic return with block districting and issuing 
property tax breaks for the same )

8.Is there a problem with private property rights in this issue? ( anyone 
know?)
