  NSA meets City Council's parking requirement

  College's plan includes support for public transportation 


  New Saint Andrews College has met the Moscow City Council's requirement to supply 42 parking spaces, fulfilling the Council's parking mitigation condition placed on the College's conditional use permit. 


  "We're pleased to be able to move forward and put the parking issue behind us," said Bob Hieronymus, the College's Executive Vice President.  "We've not only met the city's requirement, we've exceeded it." 


  In September last year the Moscow City Council ruled that the private, Christian college could not grow to its planned 200-student limit until 42 parking spaces were provided for either inside or outside the Central Business District.  The "NSA Parking System," announced by College officials today, provides for 60 parking spaces.  


  "We really don't need that many spaces," explained Hieronymus.  "We're just trying to go the extra mile."  From the beginning, the College has recognized a need to provide 23 spaces at its full-enrollment of 200 FTE students and 25 FTE employees.  "That's the difference between the maximum the city's formula says we need - which is 65 -  and the number of spaces that the city says a more typical use of our building would generate, which is 42," explained Hieronymus.   


  "So when the city said we needed to supply 42 spaces, it seemed disproportionately high to us. But we simply want to put this issue behind us.and we think the people of Moscow have had enough of it too," said Hieronymus. 


  "The response from the community has been very heartening," Hieronymus continued. "As we shopped around for parking arrangements, people were very supportive and helpful. And the approach we've taken in using under-utilized existing parking lots is also the most environmentally-friendly," Hieronymus added. 


  The College's attorney will be submitting the plan to the City's Community Development Office today.  New Saint Andrews has budgeted $15,000 a year for its Parking System, which includes lease payments for the 60 spaces. 


  The NSA Parking System focuses on existing parking lots that are under-utilized in the downtown area and on bus routes, in addition to the short-term public parking in the nearby Jackson Street Lot.  The plan's 60 spaces are distributed across the following locations: 



    a.. 26 parking spaces are east of Almon Street, one block west of NSA; 
    b.. 7 parking spaces are west of Asbury Street, three blocks west of NSA; 
    c.. 5 parking spaces are three blocks north of NSA at the corner of "A" and Jackson; 
    d.. 4 parking spaces are located at 5th and Washington, one block east of NSA; 
    e.. 6 parking spaces are being obtained in the University of Idaho's "Blue" lots (#47 and #48) on either side of Lilly Street, about four blocks west of NSA; and 
    f.. 12 park-n-ride parking spaces at the Nazarene Church on the east side of town.
  In addition to promoting the use public transportation, the NSA parking plan also calls for a donation to be made in support of public transportation.  "We want to participate in supporting public transportation and, at the same time, acknowledge our increased dependence on it," said Hieronymus.  "Our goal is to support it on a per student basis at roughly the same level that the University of Idaho has in the past.  For us this year, it means a $1,500 donation."

  The agreements involving the five downtown lots were made with The Moscow-Pullman Daily News, the Golden Star Restaurant, Asbury L.L.C., St. John Hardware and Implement, and Christ Church.



  There we go, problem solved. Perhaps now we won't have to listen to the incessant yammering from at least one of our frequent posters on this silly topic.
