A 247 million dollar surplus generated on the back of strong individual tax collections obviously means that the individual tax payer has been over taxed and the surplus should be returned to where it came from. It should not be considered a windfall to be frittered away on what ever project that strikes a legislators passing fancy no matter how noble it my sound in a news sound bite or on a re-election pamphlet. States do not generate profit, give the money back to those who earned it.

For discussion, and because OUR legislators read vision2020, as well as the fact that some of them may value our input and ideas, I pose this question:
What should the State do with the $247 million general fund budget surplus?
$247 million was the figure released by the state Controller, Donna Jones, on July 16th. She stated that while "corporate income tax collections were down, strong individual income tax collections contributed to this year's larger than expected surplus."
