Thanks to a couple of offlist posts, there is a 
concensus of two that identifies the "downtown" 
or Central Business District as the area bounded 
by 1st to 6th Streets and Jackson to Jefferson.

Anyone have a problem or a concern about this definition?

This bounded area would equate to a bit more than 
.5 miles long (say .6) by a bit less than .5 
miles wide (say .4 miles) for a total square mile 
area of about .24 to .25 square miles.  Does this 
seem a reasonable calculation?
