Unless the comprehensive plan has a bridge across Paradise Creek at
Third Street?  

I guess deviation doesn't have to be looked at extremely carefully and
with a gargantuan amount of skepticism if enough of a vocal minority of
people disagree with that part of the comprehensive plan, eh?
