I would hope that Mayor Comstock did not begin to recite the Pledge to
expose terrorists but instead to unite Moscow during that troubled time. I
can recall the Pledge being recited at some City Council meetings before
9/11, but certainly not all meetings.

What I understand is that the Pledge of Allegiance was not recited, at all,
at Moscow City Council sessions prior to 9/11. It, apparently, was a
reaction as if to believe that if the Pledge of Allegiance were recited,
that all those who recited it could not be terrorists.
