Writing Congressman is a waste of time.  Each individual state has complete 
control over their own water resources and its not a Federal Issue.  Its all 
goes back to Pollard V Hagan and Equal Footing Doctrine.

Idaho water law is significantly different than Arizona water law.  In Idaho 
water has to be used and used beneficially.  Further, if the case cited were 
in Idaho, compensation would be required since even if the company building 
its basement had a senior water right, they exceeded their water right, 
which would have made any additional claim they might have on the water fall 
junior to the pecan orchard.

The article has several errors as well.  It suggests that an average home 
uses an acre foot of water per year, which is very high use.  More typically 
you can figure use at about a half acre foot per household.
