Under this bill, President Bush is establishing the Secret Service Uniformed
Division empowered and authorized to (among other things) "make arrests
without warrant for any offense against the United States committed in their
presence, or for any felony cognizable under the laws of the United States
if they have reasonable grounds to believe that the person to be arrested
has committed or is committing such felony."

Also,

"When directed by the President, the United States Secret Service is
authorized to participate, under the direction of the Secretary of Homeland
Security, in the planning, coordination, and implementation of security
operations at special events of national significance, as determined by the
President."

Various sources believe "special events of national significance" can be
interpreted to mean protest marches, demonstrations, rallies, etc. etc.

Interpretation:  Those rallies held on January 20, 2005 in Washington, DC,
demonstrating against the inauguration of President Bush could have been
interpreted as "special events of national significance" and participants
arrested on grounds that the Secret Service Uniformed Division "believe[s]
that the person to be arrested has committed or is committing such felony."
