[Vision2020] Beltre's Bobbled Tag

Scott,
I scoured the rule book as well, and I didn't see anything in there, either.
This mostly comes up at plays at the plate, and I have always thought it was
weird. To me, if a player has clear control immediately following the tag,
it shouldn't matter if he drops it on the transfer.
Like you said, I'm a Mariners fan, so it was definitely the right call.
