[Vision2020] Water. Where do you stand on the issue?

I've seen a number of positions that could be characterized as thinking that
a finite aquifer ought to be conserved in some way. Solomon proposed a water
budget and a way to keep to it (pay for new use out of conservation
elsewhere). Others seem to be willing to consider (or have implemented) some
changes in their life style. And Donovan Arnold has outlined the course that
says pass the problem on and let others solve it.

Maybe we could break the audience into three camps:

* Make changes in current policy and procedure that aim to conserve the
aquifer by changing personal and collective behaviors.

* Be concerned, wish for conservation, but be reluctant to significantly
change one's own water habits. How do you feel about imposing change on
other's preferences/habits? Consider the choice of making the Cemetery green
or brown this August.

* Its a non-problem, it can be solved by others if it becomes a problem
later.

Any one care to improve the categories or venture the numbers of people
(maybe Moscow voters) in each group?

Anyone care to pose a ballot item or Council action that would garner the
support of a majority? -- you need to capture the center and one of the
other camps.
