As a former resident of Biloxi and someone with Friends and family still there, I thank you for pointing out that money given to the Red Cross will not automatically be used for this disaster.  I have had some ocntact with Biloxi and the immediate need is water, food and especially diapers and canned formula.  I know that National Guard Units around the country are collecting these items - I hope this is happening in Moscow.
