Tom & All:
Smart Growth is a term that was adopted by the Sustainable Communities
Network to describe their approach to developing communities. In short,
it involves DESIGNING communities/neighborhoods in a holistic manner,
based on ALL of the following ten principals:
• Mix Land Uses

The term “smart growth” has been co-opted, mistreated, and abused by
many people who pick one aspect of the unsustainable, current
subburb-approach to development and declare it to be “smart”. For
example, “mixed-use” does not mean putting a row of apartment buildings
along a busy street in what would otherwise be a single-family housing
development. It means having shops, offices, retail space, apartment
buildings, parks, etc. mixed together so the residents of the area can
WALK to the places that allow them to live, earn a living, and enjoy
life.
There are several other approaches to community development that can
legitimately be labeled as “smart”; a more appropriate term is
“sustainable.” They all involve designing communities rather
constructing post-WWII subdivisions.
I don’t have time right now to go into more details on these approaches
to sustainable development, but they are worth a Goggle. They are
certainly something we, the citizens of Moscow, should discuss. I think
we should use the New Cities process towards that end (since that’s
what they are supposed to do--and we’re paying for it).
