The Moscow Mayor, City Council and staff welcome you to tonight's
meeting. We appreciate and encourage public participation. For regular
agenda items, an opportunity for public comment is sometimes provided
after the staff report. However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations will be placed on the time
allowed for comments. Citizens wishing to comment on business which is
not on the agenda will be provided the opportunity to do so as item
number 2 after the Consent Agenda. If you plan to address the Council,
you will find a list of "Tips for Addressing the Council" on the table
outside the City Council Chambers. Thank you for your interest in City
government.
PLEDGE OF ALLEGIANCE
1. Consent Agenda: Any item will be removed from the consent
agenda at the request of any Councilmember and that item will be
considered separately later. Approval by roll call vote.

C. Paradise Path Improvement Donation Proposal - Roger Blanchard /
Bill Parks
Staff has been contacted Northwest River Supplies which is interested in
donating cash and services toward improvements on the recently acquired
portion of Paradise Path from Blaine Street to Hwy 95 South. The goal
of such improvements is to make the Path usable for bike and pedestrian
traffic until it can be paved. Staff has developed a scope of work and
is currently researching costs and requirements for completing the
improvements. Staff has drafted a letter accepting the donation and how
it will be used. Staff is requesting approval of the letter for the
Mayor's signature.
ACTION: Authorize staff to accept the donation and proceed with
Paradise Path improvements.
2. Public Comment Period - For members of the Public to speak to
the Council regarding matters NOT on the Agenda and not currently
pending before the Planning and Zoning Commission or Board of
Adjustment, please state your name and address for the record and limit
remarks to three minutes. Time limit 15 minutes.
3. Public Hearing - 425 Veatch Rezone - Andrew Ackerman
Donald and Linda Bosse have requested rezoning of their property at 425
Veatch Street from Industrial (I) to R-4. The current and historical
use of the property is single family residential. Approval of the
rezone would make the property more compliant with the Comprehensive
Plan, which designates the property as Extensive Commercial. The
property appears to be too small to accommodate any significant
industrial use. The Planning and Zoning Commission conducted a public
hearing on this matter on May 25, 2005 and unanimously recommended
approval of the rezone.
ACTION: Approve rezone Ordinance under suspension of the rules
requiring three complete and separate readings and that it be read by
title only; or reject the Ordinance; or take such other action deemed
appropriate.
4. Public Hearing on Parks and Recreation Dept. Ball Fields
Annexation & Rezone - Andrew Ackerman
The City of Moscow acquired approximately 44 acres of land located on
the south side of West Palouse River Drive for future development as
community ball fields. The City is requesting annexation and rezoning
of the land from Agriculture/Forestry (AF) Zoning District to Farm,
Ranch, and Outdoor Recreation (FR) Zoning District. The Planning and
Zoning Commission conducted a public and recommended approval on May 25,
2005. Note that annexation of the subject land would create a situation
in which the Kirkland Addition, which contains 4 lots and single family
homes on approximately five acres, would become a county island. City
annexation policy states that lands surrounded by city limits shall be
annexed. Therefore, annexation of the Palouse River Drive ball fields
property would result staff initiating annexation of the Kirkland
Addition. The Kirkland Addition lots are currently owned by one person,
who has been notified of this matter.
ACTION: 1. Annexation: Approve Ordinance to annex subject land
under suspension of the rules requiring three complete and separate
readings and that it be read by title only; or reject Ordinance; or take
such other action deemed appropriate.
2. If annexation is approved, Rezone: Approve Ordinance to rezone
subject land under suspension of the rules requiring three complete and
separate readings and that it be read by title only; or reject
Ordinance; or take such other action deemed appropriate.
5. Second Required Public Hearing for the Downtown CDBG Project
- Walter Steed
The City of Moscow received an Idaho Community Development Block Grant
in the amount of $500,000 to construct handicapped accessibility
improvements in the downtown area and to renovate Friendship Square. In
order to receive CDBG funds the grant recipient must conduct two public
hearings on the proposed project, one at the time of grant application
and the second during project construction. The City conducted the
first public hearing on November 3rd, 2003. The project is currently
under construction and due to be completed by mid-August. Staff will
provide a project summary and status update to the public and the
Council.
ACTION: Receive any public comment provided and take action as
appropriate.
