Simple solutions are sometimes the best. 

 

Sell the lot to private investors. 

 

Allow it to be developed according to 

Specifications set out in the sales agreement. 

 

Or better yet lease the property for say 100 years. 

 

The lease agreement can specify all uses of the property. 

 

The mrket system has built our nation and can rebuild Moscow 

 

to our liking. 

 

of course this Radical idea will be shunned by the left who would 

 

create and entire new bugetary program to manage it to death.
