[Vision2020] One Interpretation of Moscow's Land Use Code

Greetings Visionaires -

My interpretation of the intentions of Moscow's Land Use Code is simple and
logical.

To put it in laymen's terms:

If a business is supporting the community (or county) financially via
payment of property tax (due to that business being a "for profit" entity),
that business should be permitted to sell its wares/services on Main Street.
To provide that location to an entity that is not "paying back into the
system" is not financially sound.
