I also think this would be a good idea but for some private contractor not for the city to pay for.

This is similar to a suggestion I've made for the 1912 building. In short: the Third Floor would be "condo-ized" into artists' lofts. No similar type of space is available (that I know of); rents or sales would generate revenues to help the City pay for 1912 use & renovation; the live-in occupants would help vitalize the building, the arts and the community. There are all sorts of details that would need to be figured out, but it seems to have potential - at least in concept.

How would that work?
Would owners be fairly compensated at market rates?
What if they didn't want to sell them?
Would the city have to create a office of rental management?
Who would pay the property tax on these building now?
I imagine this property reduction would severely crimp city and county operating budgets thus forcing the city to raise rents on downtown businesses.
This rent increase would force what small privately owned businesses to close or move out of the city leaving Moscow with a dead inner core.
Good plan.
