[Vision2020] NSA illegal?

My assumption (as well as many other peoples') is that "commercial" is
better pronounced as "tax-paying".

I'm curious as to how you (your clients) interpret the Code to mean NSA is
not allowed to operate.  As I read it Commercial Schools and Churches are
permitted uses.  How would you (they) classify NSA?
