[Vision2020] Recall Questions

Visionaries:
I ordinarily don't weight in on city council issues, because, like Dr. Weitz,
I can't vote in city elections. And, apparently unlike Dr. Weitz, I don't
have a horse in this race. But I am curious about the composition of the council
and hope that knowledgeable city politicians can answer some of my questions.
Since health issues have caused Mr. Hill to step down how does a replacement
assume office? Apparently the mayor can appoint a replacement, in this case I
believe Jon Kimberling has been tapped. (Sure beats having to actually run
when you have a pal who can just say the word and Bob's your uncle, you have a
desk, a job title, and a pay check from the city.) I understand that another
way would be to select the person next in the elective process; I think it
would be Jerry Schutz. Is it true that in either case, the sitting council
members vote on the replacement person.
Is it possible that the timely/untimely recall petition came out (lets forget
all the flim-flam excuses which we all know are goofy) and imagine a world in
which three *liberal* (their word not mine) council members are removed and
three more conservatives - for want of a better word - replace them. With Joan
Mack and perhaps Jon Kimberling already in place, the city council would be a
real Republican repository.
Perhaps what I am really asking is it anyone's opinion that the recall is
just baloney to cover up a council shakeup? And, would those most interested in
installing new council members be the same sharp tools that continue to
support our local Kimmell Khamber of Kommerce?
