I would further guess if UI, WSU, NSA, etc were to offer and advertise a
testing program which protected the confidentiality of the test results as
much is allowed under law, there would be several hundred people would now
decide to be tested.

I can guarantee you all 3 entities are very much aware of the recent HIV
scare. Let's see what they do about it.
